if no PPSCHAR or PASSCHAR is specified which special characters are allowed?

Resolution

National characters ($, @, #) and characters { and } are valid characters  without PASSCHAR set.

If PPSCHAR is not active (no entries specified), characters $, @, #, {, }, and ¦ are valid in 
new password phrases. 
To make characters {, }, and ¦ invalid in new password phrases at all times, use the 
OPTIONS(87) control option specification.
