This article explains on the effect to the UA Agent when the content filter license on the Proxy where the UA Agent gets update from has expired.
The content filter been used in this case is WebFilter or Intelligence Services.

When the content filter license expires, the Proxy is unable to update the database, but the Proxy is still able to do URL categorization because the content filter database has not expired yet. The content filter database will expire 30 days after the content filter license has expired.
When this happens, the Proxy will not be able to categorize any URL, thus the effects will depend on the policy, where if the policy is using a category to block the access, then the policy will not be matched.
In UA Agent case, how the expiration of the license will affect the UA Agent depends on the settings below:
On the Proxy that the UA Agent connects to, go to Configuration > Clients > Web Filtering > Policy.
For example, if the 'On expiration' setting is set to 'Allow All', then the access on the UA Agent client machine will be allowed after the content filter license has expired.
