Custom Investments uses only project-related Stages

Issue/Introduction
Custom Investment Types only show Stage values for Projects.
The 'Stage' Attribute is an OOTB attribute and is designed to use the "Investment Stage" Lookup.
When using NPIOs in Classic and choosing the Stage, the Stage lookup passes the investment type so only values for the investment type are available.
We want to use Custom Investment Types to mimic the NPIOs (Application, Asset, Service, Other Work..)
However when using Custom Investments the only Stages available are the ones associated with Projects.

Cause
Current design did not include other stage types as in Classic the investment type is internally passed to the correct stage type.
Resolution
This is an enhancement that will be addressed in the future.
Work around is to create those other NPIO Stage Types under the Project Type.
