User Authentication fails

Issue/Introduction

We are getting an error whether or not the user is a member of necessary groups:
SAML AutoLogin successful for user 791629
[WARN] [com.wily.introscope.webserver] Authentication failed for user 791629: Error authenticating SAML user UserA in realm SAML Realm: User cannot access any domains. Configure the access rules first.

SAML AutoLogin failed for user UserB with Error authenticating SAML user UserB in realm SAML Realm: User cannot access any domains. Configure the access rules first.

Environment

Release : 10.7.0

Component : Integration with APM

Resolution

Customer upgraded to HF 79.  Customer is not using CEM.
