Remote Security Checking does not seem to work in SSM (option 4.11.2)

Issue/Introduction

We activated the SECURITYSCOPE REMOTE but we are still allowed to manipulate in SSM resources on remote systems which have also the SECURITYSCOPE REMOTE activated, even if we don't have the authority to do so.
