Can CA Report Facility be Ziip enabled?

Resolution

PRF itself doesn't use Ziip processors.
It's only possible to allow the SQL statements/queries run by PRF (reports) to be zIIP eligible. 

In PRF, there is a CURRENT DEGREE option in the System Profile, which specifies that PRF 
will execute the "SET CURRENT DEGREE" statement with the specified value before running the query. 
So that if the CURRENT DEGREE option is set to A in PRF, it will allow the parallel operations 
which will make long-running SQL statements (partially) zIIP eligible.
