CA Endevor Explorer for VSC Element not in signed out status

Issue/Introduction

Using the edit option in the VSCode Extension for Endevor (0.12.1), the add back to Endevor fails with 

C1G0168E  ELEMENT CANNOT BE ADDED BECAUSE IT IS NOT IN "SIGNED-OUT" STATUS

During edit, the element is retrieved under Endevor web services with no signout. If the element is signed out to another user, the add will fail on signout
