Allocate from Estimates duplicating allocation

Issue/Introduction

Allocate from Estimates job is increasing allocation for the same time period segment.  You may also see the ETCs for the same period increase as well after running the job (Via Reports and Jobs or via the Team tab).

Example: For Existing allocation, an additional 230 hours have been added to the existing 2124.90 hours. 

This issue happens even if "Round Allocations to Nearest %" in Administration->Project Management->Settings" is changed to 1% (see Project Allocation and ETC do not match on project)

Resolution

This issue is no longer reproducible in 15.9.2. The allocation now matches the ETC where ETC is populated.
