MUX - Default OBS assigned instead of from Template

Issue/Introduction

SUMMARY: In the 15.9.2 MUX the OBS field is assigned from the "Default" value, not from the template used to create the Project.

STEPS TO REPRODUCE: 

1. Assign a default OBS value
 a. Log into Clarity as Administrator. Go to "Administration" then "Objects" and open "Project"
 b. Go to the attributes tab open "Department OBS" (or any OBS). 
 c. Set a default OBS value
 
2. Create a template Project, and assign a different OBS than the default.
3. Within the MUX go to "Projects" and click to "Create from Template" select the template created in step 2.

Expected Results: 
The Department OBS should match the Department OBS from the template.

Actual Results:
The default Department OBS is assigned instead

Workaround: 
The Department OBS needs to be set after the creation.
