XOGGED Cost Plan copy/submit errors

Issue/Introduction

If a cost plan is xogged and one of the grouping attributes is null on the xog file, the plan cannot be copied or submitted for budget.

An example would be if you are using Resource and Resource Role as grouping attributes and you xog in a role, the resource field will be null.

If populating from Team Allocations or Task Assignments, it is valid to have a null field.

However, if you try to add a line to an existing plan, or create a plan manually, the grouping attributes are required.

XOG is not validating this.
