ITMS 8.x
Image files didn't exist in the package server.
Customer had created image files in this package server as the main package server instead of the Notification Server.
So image files have never exist on notification server.
Now somehow these image files were deleted from the package server and because they didn't exist on the NS, there were no available resource and package server couldn't redownload the files!
We copied Image files from another package server and pasted them to the appropriate folder for image files.
