You are looking to setup the interface with ServiceNow so that you can automatically create incidents for events that occur, which you currently only send a highlighted message and the computer operators must then manually create one. You see that there is also some custom endpoints that can be done but that seems like more than what you may need for creating an incident.
It appears you need to spin up a NIM SM server, which appears to be something you can run on your LPARs. Your new to spinning up web servers but you assume this would be a started task.
Are there any configuration or permissions that have to be granted on the ServiceNow side?
Also, from what you read, there will be some configuration on the NIM SM server? You found the below table that appears to be required information, some of which may need to be provided by the ServiceNow administrators?

OPS/MVS
NIM SM can be deployed to an already existing current web server, if one exists. Otherwise, the requirement is to setup and configure a new Common Services Apache Tomcat. This web server can run on any platform, and does not have to be on the mainframe.

As far as security, your setup must be able to accept REST requests. A USERID that has the authority to create ServiceNow tickets is also required. A username and password should be enough.
Once NIM-SM is deployed and started, the Service Now administrators will need to provide the information needed to populate the ServiceNow Option under NIM-SM as follows:
