Requested Manager lookup is showing inactive resources in Staff module

Issue/Introduction

Inactive resources are available for selection in the STAFF module in the Modern User Experience (UX) when browsing the Requested Manager.

The lookup is working properly in the STAFFING Workspace: It does not include inactive resources and you cannot filter for inactive resources as expected. 

Steps to Reproduce: 

1. Go to Modern UX, Project or other investment that has the STAFF Module 
2. Add the 'Requested Manager' field to the grid 
3. Search for an inactive resource in this field (it shows up but should not) 
4. Go to Classic UI, Project, Team tab 
5. Add the 'Requested Manager' field to the Team Summary or Team Detail page 
6. Search for an inactive resource in this field 
7. Use this field in the filter section in Modern or Classic, it is showing inactive resources available for selection, but it should not 

Expected Results: The inactive resources should not be returned when browsing the Requested Manager for a selection. 

Actual Results: The inactive resources are available for selection when browsing the Requested Manager.
