Users are unable to view archived tasks in View Submitted Tasks. Verified the data is in the database and there are records in task session table in Archive database.

Whenever the IM Environment or IM Directories are recreated they are given a new OID value. If the OID values changes then it will no longer match the OID value that was in use previously by tasks in the Task Persistence or Archive database so any of those tasks will not be visible.
Furthermore encrypted data will be based on the OID value so now that the OID has changed the existing encrypted data in the userstore objects will also no longer be valid and decryptable either.
Do not delete and recreate the IM environments and IM directories. If it must be done then review the following KB Article which mentions how to do so while also preserving the OID value:
