TDM Portal generate CSV data and DB data concurrently

Issue/Introduction

How to configure a generator in the TDM Portal that generates records in a CSV file and at the same time generates records in a database.

Environment

Release : 4.9, 4.10 and 4.11

Component : CA Test Data Manager - TDM Web Portal

Resolution

It is only possible to publish either to a CSV file or to a table. Not at the same time.
As a workaround it may be possible to publish to a CSV. Then as part of the same generator a 'Post Publish Action' can be configured. 
This action could then run a SQL script that loads the CSV into the database table.
