Need auto quotes when publishing through TDM Portal

Issue/Introduction

When publishing a delimited file from Data Maker if the delimiter comes in data then quotes are applied to that data and this is what we want. But when we publish through portal we get quotes for all the data(all rows and all columns) but what we want is it should be applied only if the data is having the delimiter value. 

Expected Result(Or result from Data Maker)

Result from Portal:(Only the second column data has delimiter value). Also one more issue we see in portal is that there is an extra delimiter coming in
