Duplicate and incomplete notifications are sent for some OI alarm

Issue/Introduction

We have set up notification channel. The alert and policy are working fine. The notifications are received in the GChat room. However, sometimes there are duplicate notifications sent for the same alert and the second notification for some reason does not contain a metric name. The Notification channel is defined on the OI side and it is type Webhook.

Resolution

The notifications are triggered whenever the alarm is updated and the notification policy is satisfied. 
In this case the alarm is closed and which results in the notification for the same alarm again as the policy is passed.
If we do not want a notification for the closed alarm, we need to change the policy to not trigger for closed alarm.
