Issue/Introduction
When trying to populate cost plans we occasionally get an internal processing error, or no error, and logs show error with NK_PARSE_CURVE_FCT

Cause
This is caused by an Oracle limitation where when trying to populate a plan with many periods and SQL (NK) Curves is enabled.
