PollingProxyWS.asmx throws a 'could not load file or assembly' error

Issue/Introduction

Problem:

Cannot Rediscover/Refresh a router on RA Admin > Enable Interfaces on a RA system running on Windows Server 2008 R2 (64-bit).

A big grey box with an error message is displayed that tells you to edit a web.config. When you go to the harvester for that router and try to load http://localhost/ProxyServices/PollingProxyWS.asmx in a browser, you get the following error:

Could not load file or assembly 'DnDns' or one of its dependencies.
An attempt was made to load a program with an incorrect format.

Resolution:

1. Open up Server Manager
   
   
2. Expand Roles
   
   
3. Expand Web Server (IIS)
   
   
4. Click on Internet Information Services (IIS) Manager
   
   
5. In the right-middle pane, click on Application Pools
   
   
6. In the far-right pane, right-click on ProxyServices and click on Advanced Settings
   
   
7. In the (General) section at the top, change Enable 32-Bit Applications to TRUE
   
   
8. Run an IISRESET

Please note that RA 9.0 is end of life and you should consider upgrading to ensure that you are running a supported environment.
