How to deal with "LOCA" folder (NO_FOLDER)

Issue/Introduction

After upgrading to 12.3.X from 12.2.X you may see a folder called "LOCA".
When trying to open it, it will fail.
When trying to delete it, you will see an error saying "Can't find NO_FOLDER".

Run a Archive/Reorg/Unload on Client 0.

If the folder is still there afterward, please reach Broadcom support
