URT Failure at Sandbox, error: UDE-00013, UDE-00019

Issue/Introduction

Error Message seen at the Sandboxing portion of the URT:

UDE-00013: Message 13 not found; No message file for product=RDBMS, facility=UDE
UDE-00019: You may need to set ORACLE_HOME to your Oracle software directory

Cause

This message is caused when Oracle is unable to find the expdp and impdp utilities in the Oracle/bin directory. The cause for this issue is that the Oracle Client was installed without the Administrator Tools, so the expdp and impdp utilities were not installed.

Resolution

Reinstall the Oracle Client, ensure that the Administrator Tools are included with the installation
