Cost plan population does not display "Loading data… Please wait" correctly (DE61062)

Issue/Introduction

When we populate a large cost plan from Assignments, the system appears to do nothing and we don't know that it's retrieving data behind the scenes. The "Loading data… Please wait" message appears around the end just before the data got updated.

 

STEPS TO REPRODUCE:

1. On a very large database, open a large project spanning multiple years (5-6) and having 90 resources assigned (happens on smaller projects too but difference will not be that obvious)
2. Go to Financials
3. Create a Cost plan
4. Now select Populate from Assignment

 

Expected Results: The "Loading data… Please wait" message to display immediately and to remain for the duration of the Cost plan update

Actual Results: The system appears not to do anything for at least a minute, then the message appears just few second before the update of the fields shows

This may lead to users attempting multiple times and system overload

A spinning circle now shows near the cost plan name when you choose Populate from Assignments
