Endevor SCM Batch LIST action across many environment caused system lock

Issue/Introduction

A user running a batch LIST Element with 'where' clause SCL job caused Endevor to ENQ and lock out all users. There are a large number (>1000) of open base and delta files.  Possible abend code S80A, S878, U3009, or U4002.
