Endevor batch List Element action across many environments caused system lock

Issue/Introduction

A user running a batch List Element with 'where' clause SCL job caused Endevor to ENQ and lock out all users. There are a large number (>1000) of open base and delta files.  Possible abend codes S80A, S878, U3009, or U4002.

Environment

Endevor V18.0 and V18.1

Resolution

Apply the following PTF:

Endevor V18.0 - PTF LU00419

Endevor V18.1 - PTF SO15436

The workaround is to break job into multiple steps
