ArcGIS jobs failing if run through applications manager

Issue/Introduction

ArcGIS function not working properly on the agent box, following errors are observed:

Starting GIS_NPA.py

sde_conn: F:\BCAOperations\Scripts\GIS\SDEconnectionsetl_db: [email protected] npa_folder: \\bcas32\bcaprod\GIS\CADNPA\NPA_Property.gdb
The workspace is:  \\bcas32\bcaprod\GIS\CADNPA\NPA_Property.gdb Project Transform Load

PYTHON ERRORS:

ArcPy ERRORS:
Failed to execute. Parameters are not valid.
ERROR 000187: Only supports Geodatabase tables and feature classes
Failed to execute (TruncateTable).

If the same Python program is ran manually it works fine but in Applications Manager it is failing.

Cause

User access / authority problem.

Environment

Release : 9.3

Component : APPLICATIONS MANAGER

Resolution

Following user rights are needed when running Applications Manager job 

1) access to all the folders on the agent box.

2)  able to run any command on the agent box.

3) The Database Administrator (DBA) should remove any restrictions on the user to perform truncate operations on the database tables.
