Cost Plan Billing Currency View Not Updated With Correct Currency Amount

Issue/Introduction

On one project cost plan detail, one of the line items from the currency conversion is not happening as expected, i.e. the same amount is shown when switching from the Investment Currency View to the Billing Currency View in the Classic UI.

Investment Currency View: JPY

Billing Currency View: USD

Steps to Reproduce:

  1. Have 2 currencies enabled in the system 
  2. Create Foreign Exchanges between them 
  3. Ensure Project currency is different from Billing currency in Project
  4. Create a Cost Plan with both negative and positive period plan cost values so the summation equals zero. For example (Jan -1000; Feb +1000) 
  5. In Classic, use the Billing Currency View to look at the values 

Expected Results: The view for Billing Currency should convert the values. It should always convert irrespective of summation. When going from the Investment Currency View to the Billing Currency View, the cost value should be 22116447 x 0.009548 = 211,167.84 USD value.

Actual Results: Billing Currency doesn't have the values changed. When the cost is non-zero the values change. When going from the Investment Currency View to the Billing Currency View, the value: 22116447 JPY shows instead of the converted USD value. 

Cause

DE61344.  The total cost from the sum of the negative and positive values that equates to zero does not convert.

Workaround: Manually modify the row.
