OPMBCPII doesn't allow for 5 character address parameter

Issue/Introduction

We need the ability to load a LPAR with a 5 character address parameter. We received the error below in trying to do so.

OPBCP999E - ( OPIIRQL ) ADDRESS parameter length is too long. Max char is 4
