"Application FAILURE Restart" of job results in job going to INACTIVE

Issue/Introduction

Job with an n_retrys attribute set goes to INACTIVE when attempting to restart after a failure.

Resolution

When a RESTART event is processed for a job, the Scheduler rechecks the job's starting conditions before restarting. If they are no longer true, the restart is cancelled and the job is set to INACTIVE. It will run once the condition becomes true again. The check is for conditions listed in the "condition:" attribute. It does not recheck date conditions.
