Users running WSS agent cannot connect into Cloud SWG using the preferred UDP transport, and always seem to use TCP
WSS Agent performs better when connected over UDP. Users can have degraded performance with TCP.

Check if user has an antivirus which can block UDP connections from wssad.exe. Make sure wssad.exe is not being blocked by an antivirus for UDP connections. You may ask your AV team to see if its needs whitelisting/exceptions.
Check if there can be any other host/network based firewall in the path which can block UDP and allow accordingly.
