Increased CPU time in High Performance Recovery for IMS

Issue/Introduction

Have noticed an increase in CPU time used by High Performance Recovery restores from image copies. It is consistently higher when
restoring secondary indexes. The other data sets are OK, and we are not seeing problems in other functions.

Resolution

When comparing the latest level of r19 libraries and r20, we do not see any r20 CPU time loss for secondary index.
Also when comparing r20 level libraries(from December 2020) with the latest r20, we do not see any CPU time drops.
We have identified higher CPU time usage after 9/19/2019 (PTFs SO9721), but this was resolved on 11/20/2019  with PTF SO10737.
