What are this users and can i delete them from mdb?

Resolution

These users are not out of box system users and we don't recognize them. Out of box system users start with System like System_Bot_User. Therefore these users are your custom users that at some point you or someone in your organization created for some custom script or legacy integration(for example, CAUser_VC couild be a custom user that you created for some VC script that uses Service Desk APIs to access Service Desk). As such, once you make sure they are not in use anymore you can make these users inactive--in Service Desk you can't delete users but you can make them inactive.
