JOBONCSF didn't return all data after ESP was restarted

Issue/Introduction

A TASK with JOBONCSF function ran after ESP was restarted but did not show all entries.

Cause

1. The scoreboard for active jobs is filled with job scoreboard entries as part of application manager initialization process.
2. ESP does not wait for initialization of application manager before it starts processing the scheduled TDRs.
3. In this case the  TASK is executed before the scoreboard is filled with jobs data.  

Resolution

• Ensure that message ESP1150I shows up, then run the TASK with JOBONCSF
• Message ESP1150I means that the scoreboard is filled with jobs data on the ESP master.
