This indicates that the end-user is landing on a specific timesheet and the time reporting period is marked as closed.
If this is occurring when the end-user immediately logs into the application, this indicates that the 'Home Page' is set to always land on this specific timesheet. Have the end-user reset the 'Home Page'.
