Account Plans Fragment Policy Keeps Updating every 12 hours

Issue/Introduction

From revision history, the account plan fragment is updated every 12 hours, but the cluster-wide property "portal.sync.account.plan.cache.age" is 21600 seconds, ie. 6 hours

Resolution

Account Plans Fragment policy will be updated every 12 hours if no change on account plan, it is hardcoded on portal server.

The ssg log shows that portal server only return response every 12 hours, for other time the portal will return empty response.

• At the time when portal returns empty response, the log message is like,
