Starting CA-cleanup with sub=mstr using COMMNDxx member in sys1.parmlib ends with rc=8

Issue/Introduction

Whentryin to start cleanup using COMMNDxx member we get the following.

Resolution

To start CA Cleanup from COMMNDxx requires that CA ACF2 be started before cleanup starts.
Initialization message ACF8A900 ACF2 INITIALIZATION COMPLETE - CA ACF2  REL 16 must have been issued.

This would mean that CA ACF2 must start from CAISEC00 and CAIACF00 if CA Cleanup
needs to start from COMMNDxx.
