TDM: Two Emails Generated for each publish Job

Issue/Introduction

I think this has been going on for some time. Each time we run a publish duplicate emails are sent. I think one is associated with the group job. This is Build 4.9.81. Repository SQL Server 2012. 

Sending emails from the Group Job and the Publish job.  Is this right?

This is working as designed.
