Export Warning message is not consistent

Cause

SUMMARY: Export Warning message (governor limit) is not consistent

STEPS TO REPRODUCE: 
1- Login to Classic UI
2- Home > Work Management > "Allocations to Actuals"
3- Change "Actuals Date" filter option to 9/1/2020
4- Filter
5- Row count is 26538
6- Export to Excel
7- No warning message is received about governor limit

Expected Results: Governor Limit warning message displayed to the user
before exporting when row count exceeds governor limit.

Actual Results: Governor Limit warning message IS NOT displayed to the user
before exporting when row count exceeds governor limit.

Workaround: 
Reduce number of rows by using the filter.
