CAPAMSC: cannot modify generic PROGRAM resource made via PACL

Issue/Introduction

The generic program class resource (with wildcard) is automatically created by configuring generic PACL.
We cannot modify the automatically created program resource with error:
 ERROR: xxxxx not found in file system

 

This also happen on PIM 12.8 SP1.
