Topology is missing from several services

Issue/Introduction

The topology option for several services shows a blank. There is a message saying that there are no topology elements available.

It looks like the data abruptly stopped. We do not have any event that occurred at that particular time. A quick review of the SpectrumDataPublisher logs show normal activity and no errors during that timeframe or any other times.
