HTML Portlet does not work with comment

Issue/Introduction
When trying to create an HTML Portlet, the url is changed if I use a comment. (<!-- or -->)
Environment
Release : All Supported Releases
Component : CA PPM STUDIO
Resolution
Comments in the HTML portlets are not supported. Please remove any comments within the html.
