Jobs fail if processing when scheduler (BG) is restarted

Issue/Introduction

When the BG service is shutdown, disrupted, or restarted, any job that is running during this interruption will fail with the following error:

Job was processing when scheduler restarted

Cause

Since jobs run off the BG service by default, any disruption will cause a job to fail.

Resolution

If a job is disrupted, it should recover at the next scheduled run after the BG service is restored. If not, see the additional information section for further troubleshooting. 

Avoidance: Plan for a service interruption by pausing Clarity jobs that are in Scheduled or Waiting status.
