CA PPM: Knowledge Store Collaboration Icons for expand or collapse actions

Issue/Introduction

I see the '+', '-' and blank, grey square images next to the folders and documents in the Knowledge Store or on an Investment > Collaboration Tab.
I tried to click on the '+' or '-' icon and nothing happens.
It appears that the functionality has not changed from Clarity version 12 to Clarity version 13, except for the addition of these icons. We can still click on the Folder Name hyperlink to drill into the folder.

Instructions:

1. Navigate to Home > Personal : Knowledge Store --or-- Home > Projects : Collaboration Tab
    
2. Click the '+' (plus) symbol or the '-' minus symbol to the left of a folder name
    
3. If you click on the Folder Name hyperlink the entire folder is shown expanded

If the icons don't do anything, what is the purpose?

Usually a '+' icon expands the node on the current page or the '-' icon collapses the node but in this case, nothing happens.

These are new icons implemented in version 13 and this is how the icons are implemented.

The '+' (plus), '-' (minus) and ' ' (blank) icons are visual indicators that let the user know if there are items in the folder; they are not meant to be functional actions for expand and collapse.

After review of the mentioned CLRTs above, it was indicated that this is working as design.
