Issue/Introduction
Once a type SCA is created by the MSCA, can another SCA issue TSS ADMIN/DEADMIN commands to the (newly created) SCA or does the MSCA have to do it?

Resolution
The MSCA has to issue the TSS ADMIN/DEADMIN commands to give the administrative authorities to other SCAs (and LSCAs).
