Aggregate cpu usage y-axis varies along with custom time change

Issue/Introduction
Any metric in percentage, when you change the time frame the y-axis keep on changing.
Environment
Release : 20.3
Component : UIM OPERATOR CONSOLE - METRIC VIEWER
Cause
It changes as per the values, to show more accurate graph.
Resolution
Y-Axis series is dependent on Metric values for the specified Time interval. It is an expected behavior.
Verify any metric with percentage, ex: system(in pct)
