The Sysparm DSSTOLNQ should be set to N. The default value is N, which causes the DSS data mover to bypass any data sets which cannot be successfully serialized. If set to Y, the TOLERATE(ENQFAILURE) command parm will be included in the DFSMSdss DUMP command stream.
