Is there any sort of utility or method to assess the 'health' of the database files?
Want to ensure there is adequate freespace, not too many splits, etc.
Is there an ACF2 utility to do something like this?

Acf2 does not offer any utilities for examining the database.
The ACF2 databases are a standard ksds VSAM database. IDCAMS offers commands to EXAMINE the structural consistency of VSAM key-sequenced data sets, DIAGNOSE scans a basic catalog structure (BCS) or a VSAM volume data set (VVDS) to validate the data structures and detect structure errors, and LISTCAT.
