Resolution

The server_proxy.ini has this entry.

agent=allow

; allow - Agents listed in section [AGENT_LIST] are allowed

But the AGENT_LIST is empty that is the reason why the proxy server has denied access to all the agents.

Just change this to deny and restart the services should fix the problem.
