Portal uses Siteminder SSO with Integrated Windows Authentication
Question:
How do I force a logon banner to display a message notifying users that Portal is a government system subject to terms of use and have the user click to agree to the terms before proceeding to the Portal?
Would this be something that is configured in Identity Portal or Siteminder?
You can use SiteMinder for the use case of presenting a login banner and terms-of-use and requiring a click-to-agree before proceeding. Typically customers will leverage the login.fcc page to customize it via HTML.
You can create an HTML Form that handles your Banner, and requires an OnClick to then display the login prompts. Your FORM would then POST all the proper SiteMinder info to the Login.FCC out of the box. The HTML Form takes over for a Login.FCC.
