DX Spectrum does not create the CDP Sub View

The CDP Sub View under the Information tab of devices in Spectrum is missing for some supported devices.

The devices are Cisco Catalyst 9400 and for other similar devices like Cat 9500 we could see the CDP view created, so not a problem of the devices.

The CDP Sub View will not be created if the CDP Neighbors table is empty, regardless of CDP being enabled or not on the device. 
Looking in the model type editor (MTE) we see the CiscoCDPAPP is dependent on the cdpCacheAddr attribute so if the neighbors table is not populated the app will not be created.



Once the neighbors are populated, the  cdpCacheAddr attribute is populated and a reconfiguration of the model will created the CDP app and associated it with the model.  The view however is a static view and based on what was created in the device xml files at discovery.  At this point a restart of tomcat will rebuild the device using the xml to associate the app with the device and will create the CDP subview.
