Modern UX Navigation within Financials Module Cost Plan

Issue/Introduction

In MUX Financials module, for example Ideas->select an Idea -> Financials, the view defaults to Cost Plans. If you do not select a cost plan and instead click on Budgets or Benefit plans, you cannot navigate back to Cost Plans.

STEPS TO REPRODUCE: 

Open MUX and navigate to Ideas or Investments, select a record and browse to Financials tab. Cost Plans view displays. Click on Budgets or Benefit Plans, then try to navigate back to Cost Plans

Expected Results: Cost plans are displayed

Actual Results: Nothing happens when clicking on Cost Plans

Workaround: Click on Actual Transactions, and then Cost Plans link once again becomes operational
